If it bleeds, it leads. Local TV news is mostly about police news and repetitive weather forecasts. Corporately owned out-of-town TV stations have added newscasts to sell more ad-time but yet trimmed their reporting staffs to the point they mostly chase sirens and rewrite real news out of the papers.  Moreover it's mostly image over substance.
